EnCE로 재미를 본 GSI가 2009년 9월 14일, 새로운 자격증을 내놓았습니다.
EnCEP - EnCase Certified eDiscovery Practitioner 라는 이름처럼 eDiscovery 수행에 대한 자격으로 보입니다.
요구사항 및 단계는 다음과 같습니다.
1. 교육 수강
EnCase eDiscovery offline 및 On-Demand 교육. 혹은 EnCase eDiscovery Implementation training을 수료
3개월 이상의 eDiscovery collection, processing 또는 PM 경력
-자격이 까다롭지는 않습니다. 실제 경험보다는 교육판매가 위주인지 점점 자격조건이 완화되고 있는 것이 불만이기는 합니다.
2. 시험 응시원서 작성
- EnCE와 동일합니다. 가격은 EnCE 보다는 저렴하군요.
3. 스터디 가이드 수령 및 시험 등록
- EnCE와 유사합니다. EnCE의 경우는 스터디 가이드를 누구나 구할 수 있었는데 EnCEP의 경우는 등록한 사람한테만 공개합니다.
4. 1단계 시험 (필기)
- 75분동안 200개의 문제 중 선택된 100개의 문제를 풀게 됩니다. EnCE의 경우 Prometric에서 시험을 보았는데 EnCEP는 시험장소에 대한 자세한 설명은 없습니다.
5. 2단계 시험 (실기)
- 1단계 시험 합격 후 21일 내에 주어진 과제를 24시간 안에 풀어야 합니다. 60일의 EnCE에 비해서는 좀 빡빡하겠군요.
6. 자격 갱신
- 합격후 3년안에 32 CPE를 eDiscovery 관련 항목으로 획득해야 합니다. 복잡한 조건이 있지만 쉽게 말해서 3년안에 한번은 CEIC에 참석하라는 말입니다.

GSI의 새로운 행보에 관련 인력이 어떻게 반응을 보일까요?
국내는 아직 eDiscovery 시장이 활성화 되지는 않은 상태인데다가 이 자격증은 EnCase eDiscovery Suite의 활용에 집중된 자격으로 보여져서 그 결과가 주목되긴 합니다.

서머타임제가 도입되면 에너지 사용 절감 등으로 연간 1360억 원의 경제효과가 발생한다는 연구 결과가 나왔다.
정부는 28일 저녁 청와대에서 이명박 대통령 주재로 열리는 국무회의에서 이 같은 내용의 서울대 경제연구소 연구 용역 결과를 보고 받고 서머타임제의 도입효과 및 여론수렴 방안에 관해 토론할 예정이다.
지난 4월부터 경제인문사회연구회 주관으로 서울대 경제연구소 등 7개 연구기관이 참여, ‘서머타임 도입 효과’를 연구한 결과 에너지 절감 등으로 발생하는 경제적 편익이 1362억 원으로 집계되는 등 서머타임제가 국민생활의 질을 크게 개선할 것으로 분석됐다.
전력소비량 감소·출퇴근시간 분산효과 등 기대
이번 연구용역 내용에 따르면 매년 4월부터 9월까지 서머타임을 시행할 경우 연간 전력소비량이 0.13~0.25% 감소해 약 341~653억 원(’08년 기준)에 달하는 에너지 절감 효과가 발생할 것으로 추정됐다.
아울러 교통부문에서도 출퇴근시간 분산과 교통사고 건수 감소로 인해 연간 808~919억 원의 경제적 편익이 발생할 것으로 분석됐다. 이에 따라 서머타임 도입에 따른 200억 원 상당의 전산시스템 수정비용을 제외하고도 매년 1362억의 편익이 발생하는 것으로 분석됐다.
또 서머타임제는 개인의 생활패턴을 건강하고 발전적인 방향으로 변화시키는 동시에 범죄 및 범죄에 대한 우려를 감소시켜 국민생활의 질을 선진국 형으로 개선하는 사회적 편익이 경제적 효과를 더욱 웃돌 것이라고 서울대 경제연구소는 전망했다.
생활의 질 ‘선진국형’으로 개선…사회적 편익도 커
노동계 일각에서 우려하는 노동시간 연장 주장은 지난 87년~88년 시행당시 근로시간 조사 및 근로자의 설문조사를 분석한 결과 근거가 없는 것으로 조사됐다. 이번에 임금근로자를 대상으로 실시한 설문조사에서도 “서머타임 도입으로 근로시간이 늘어날 우려는 없다”는 응답이 90% 이상인 것으로 나타났다.
청와대 관계자는 “서머타임제 도입이 에너지 절약도 절약이지만 국민에게 한 시간을 되돌려드린다는 삶의 질 개선차원에서 검토되고 있다”며 “절약한 한 시간으로 자기 계발은 물론 가족과 함께 더 많은 시간을 보내는 등 생활패턴의 근본적인 변화를 꾀할 수 있을 것”이라고 말했다.
이 관계자는 “여성부, 보건복지부, 교육과학부, 문화체육관광부 등 관련 부처들이 각각 건강한 가족문화 정착과 평생교육시스템 구축, 다양한 레저생활을 위한 편의 제공 등 지원방안을 모색하고 있다”고 덧붙였다.
오는 10월까지 시행여부 결정
청와대는 경제 및 노동계 등과 함께 대대적인 ‘정시퇴근 실천운동’ 전개 및 노사정위원회를 통해 서머타임제로 인한 근로시간 연장 방지 대책 논의 등 서머타임제 시행을 통해 진정한 선진형 근로문화를 정착시키는 방안도 구체화할 예정이다.
청와대 관계자는 “오는 2010년에 서머타임 제도를 도입하기 위해서는 국제 항공스케줄 조정에서부터 금융망, 행정정보망, 산업망 등 각 분야별 전산시스템 조정이 필요하다”면서 “오는 10월까지는 시행 여부를 결정해야 하는 만큼 본격적인 국민여론 수렴에 나설 계획”이라고 설명했다.
서머타임제 논의는 지난 2월16일 녹색성장위원회가 출범하면서 에너지 절약, 경기활성화, 미래 녹색생활 준비 차원에서 서머타임제 도입을 제안함에 따라 본격화됐다.
